The Public Private Partnership Central Unit held a workshop in cooperation with United States Agency for International Development (USAID) and TAPRII from the 13th -17th of May 2007, where all relevant parties from the public and private sectors were invited to attend.
On the first day of the workshop, Mrs. Rania Zayed, Advisor to the Minister & Head of PPP Central Unit, gave the opening speech and an introduction about the Public Private Partnership Central Unit and Mr. Bruce Purdy, Bearing Point consultant, presented the workshop agenda. Module1 was presented giving an introduction and overview about the PPP and its advantages and disadvantages and a review of the successful PPP initiatives.
On the second day an overview of the previous day was given by Mr. Bruce Purdy. Modules 2,3 and 4 where presented explaining; PPP project screening, developing and preparing the business case, and the stages of PPP procurement process.
On the third day the attendees were divided into three groups; legal, financial and tendering/procurement. Dr. Khaled Serry, Legal Advisor to the Minister, presented to the legal group the legal analysis and PPP conceptual relationships module. Ms. Laurence Ibrahim, Bearing Point consultant, presented the PPP project finance module to the financial group. The developing tender documents and PPP output specifications, performance measurement & payment mechanisms modules were presented to the tendering/procurement group. Each group worked on case study at the end of their sessions, making them apply practically what was presented to them during the day.
On the fourth day, Mr. Ned White, Bearing Point consultant, presented the value for money, affordability , risk and PSC module and involved the group of attendees in a case study applying it. After which Ms. Laurence Ibrahim presented an introduction to financial modeling module.
On the fifth day, Mr. Bruce Purdy presented a module about PPP Schooling Case Study and divided the attendees into four groups, each group had a mixture of investors, line ministries and lawyers. After working on the case study each group presented their conclusions, recommendations and key actions items.
